Urgent! The Internet is changing!

On Thursday 10/22/09, the FCC finalized the agreement for Net Neutrality, and have written rules to govern the entire Web.
They have put up a site for the people's voice to be heard, and we may shape these rules to our advantage.

Before I get into stuff like blocking sites and servers, I want to get into the smaller stuff that might effect the consumer.
From chatrooms and MMORPGs to video blogs and online gaming (including Paypal, Amazon, Yahoo Shopping, and eBay), Net Neutrality would effect everybody!

I have sketched out some issues for this, but don't exactly know how to word it.
Since it's your Web too, please help me with the details.

My issues are porn and child porn under sexually explicit which states sexually explicit material can't be of a minor (under 18), however I have a proviso under art and literature that allows "sensual" content if the story or character development calls for it (can contain external skin to skin contact and nudity).

If a sexual image of a minor is not or doesn't appear to be photographic, skin to skin contact (external only unless female masturbation) may be included, as well as an image in various stages of undress, partially nude, or fully naked.
The receiver of such an image (Via E-mail, Website, or other) must give a request of each image without it forced upon him or her, and must be offered to reconsider (in store pickup excluded) this request.
IP logging must not be done on children at any time, nor should Web beacons be a pornographic practice, therefore an age request must be given before entering the site.
If the age is below 18, no legal recourse will take place (see Legal Issues).

Sexually explicit material (including sex, object insertion, sexual violence, and rape) may not appear on children, however if applied to adults, for private home use or registered commercial production, possession, selling, or renting of sexually explicit material must not be called criminal (see Commerce).
If there is reason to believe a citizen or official unknowingly received child pornography (must not be publicized), it must be taken into account without disregarding the claim.
No underage model or photographer of said model may be charged for clothed suggestive poses (see Legal Issues).
Sensual content shall be identified as erotic, taking the pornographic equation out of erotica (previously known as softcore porn).

If cell or mobile phones and other recording devices are localized, without Internet or network capabilities, does not disrupt work or school, and without showing sexually explicit material, the phenomenon known as sexting (shall now be called erotography) can be done if in the form of videos, pictures, or animation of a budua painting, drawing, computer graphics, or statue (must be done in private).
