Need help with manga!

Well, not manga exactly, but it has that kind of feel.

Man with powers from torso mecha and belt.
Sidekick (child tech wizard ages within series) is inventor/hacker/modder.

Powers include:

Mass Body Stimulation (normally done one to one)
Hero transmits sensations without physical contact.
Decision Influence
Victim alters decision based on hero's influence.
Visual Misdirection
Victim sees things that aren't there and doesn't see the ones that are.
Audio Misdirection
Victim hears sounds from wrong direction or doesn't hear them at all.
The Watch Effect
Victim loses sense of time, which can be seen as a lost hour on a watch.
Memory Extraction
Victim has memory blackouts, but retains the passage of time.
Memory Implantation
Victim can't tell what's real.
Fantasy Monitor
Hero is voyeur of images in dreams and fantasies.
Dream Manipulation (inspired by Voyager)
Multiple victims and hero interact with and alter "collective dreaming".
Emotion Manipulation
Hero manipulates basic emotions and desires.
Pleasure Control
Hero controls strength and intensity of victim's pleasure.

Story has GGW harem subplot (censored for Internet).

what help exactly do you need ?

I have images in my mind for this, but don't really know how to start (first story), and details are lost on me.

One thing I can imagine is the hero is drunk with power when he puts on his tech suit.
He works above the law with delusions of grandeur.

I think of this story as a modern day Donquixote.

I think I should start with the mother as a girl, her girlfriend (future lover), the girlfriend's fiance (sperm doner), and the rest of the family.
