What is obscene?
This question is better answered as what isn't obscene.
The Miller Test suggests anything with artistic, literary, political, or scientific merit is not obscene.
I'm adding educational value which is echoed in Youtube's guidelines:
Artistic merit (such as artistic nude dance), documentaries (such as killing cattle in educational pieces), political opinion (such as animal cruelty segments), and R rated movies (such as the rape scene in Holoman).
All of this is put in an age restricted section, but you must subscribe to Youtube first.
However there is a way to get erotic, gory, and ultra violent videos without subscribing.
Is this Google's attempt to get back customers who have left because of privacy reasons?
I think there's a workaround for country blocking as well, but I don't think it's legal, otherwise it wouldn't be blocked in the first place.
PS: You can get the same videos at Vimeo with multiple privacy settings.
Youtube shouldn't have blocked them in the first place (includes safe surf).
This is an adult section, so I'm assuming certain rules don't apply (see pinned rules post).
Now let's see all those nasty, dirty, gory, violent videos you always wanted to post.
Don't post from porn sites or pedo sites.
PPS: Just to be clear:
2) NO NAKED, PARTIALLY NUDE, SEXUAL OR OTHER OBJECTIONABLE IMAGES (objectionable images may contain gore, humiliating situations, cruelty to animals, or child sexuality/fan service)

Is your question what is obscene, and how about this video or concept? Is that what you are asking? Because your post is essentially just what obscene is defined as with a question as the title, and nothing else that relates to the video posted.

What's happening in the video?
We have a topless woman talking casually to a fellow reporter.
When focused on the sports reporter, she begins to undress while informing us of the day's events.
I don't see anything sexual here.
Even if it was mildly arousing, it's still not sexual.
The title question was originally meant rhetorically, but I think it can be asked now as what is obscene to you.
I'm starting this forum with the topic of obscenity so other members will get the idea of things that can be posted.
For those of you who don't know, I was the one who suggested this forum (big surprise right?).

All 3 conditions have to be met for something to be called obscene.
Addition for the definition of "patently offensive"
You probably were looking at the child pornography rule, which includes genital/anal, genital/genital, or genital/oral contact no matter if male/female, female/female, self, or male/male.
- The dominant theme of the material taken as a whole appeals to a prurient interest in sex,
- The material is patently offensive because it affronts contemporary community standards relating to the description or representation of sexual matters,
- The material is utterly without redeeming social value.
If this were true, all anime that has the smallest bit of fan service in it would be banned.

- Whether the average person, applying contemporary community standards, would find that the work, taken as a whole, appeals to the prurient interest,

MiKandi says they want customers to be treated like adults (like they have an anti censorship cause), but that's not what this is about.
It's about money plain and simple, otherwise there would be no such thing as an AO rating, and every so called "dirty" game or software would be banned.

Just to be clear, I separate adult aps (or functions) with porn (illegal for the most part and disturbing but not immoral).
You may have noticed by my posts I accept nudity as a natural state and artistic qualities, what you don't know is my view on teasing.
I view teasing as flirtation mixed with innuendo.
Both actions are accepted by society and can even be seen on primetime TV (the time children watch the most).
I think if you can do it clothed without shock, the same situations should also be accepted naked.
