Amendment to the PROTECT Act Of 2003 (new language in bold)

Any obscene illustrations, sculptures, computer-generated pictures or other imagery that are indistinguishable from real life and depict minors or children in sexual situations (but not sexual themes) will be treated no differently from actual video recordings or photographs of child sexual abuse.

Images that don't appear as if they can exist in the real world will be considered works of art that have free expression, and is protected by the U.S. Constitution (sex dolls and sex robots will be considered interactive art and must have genitals sold separately if they appear under age).

Minors shall be under 18 but not under 13.
Children shall be under 13.
Images must include some type of photographic quality (in full or in part) to be indistinguishable from real life.
Nudity alone shall not be considered obscene, nor will flirtation (mild tease to get arousal) while naked or partially nude.
A sexual theme does not include sexual physical contact, a sexual situation does.

If a real person is turned into a digital cartoon, the age of that drawing must be labeled along with date, month, and year of digitizing according to the record keeping law.
