New Website

Is anyone interested on making a Website for me with my dictation and design?
I don't really wanna be involved with the making of or maintaining the site, but I want to be able to say "I thought that up," and "I made these rules."

If this is too much trouble, can someone point me to some good resources with good functionality (encryption needed) and a reasonable TOS and privacy policy?
Hosting must include executable conversion for offline viewing/distribution.

I have good ideas but don't do anything about it.

My latest idea is a (mature) story that has the elements we were talking about here:
Human - robot romance/relationships/sex, but I'm taking it to the next level, linking a bunch of robots in a network and designate family members.
Note: Robot - robot incest is not immoral or illegal.
