Age of consent: Look but don't touch

I know, this is mainly a robotic site but (without banishment) I decided to leave my other board (porn stories).
I do want to talk about these things though so please don't be angry or ban me.

Although pedophilia and online predators are touchy subjects, I do believe in/support human rights, and since pedophiles are human that means they have rights too.
I don't mean minors (who also have rights) should be able to have sex, but certain consensual activities should be legal (a child is under 13, a minor is under 18 but not under 13).

Below are consensual acts that I think should be legalized:

Everywhere clothing optional for adults and minors
Adults can already be naked in public in some states as free expression.

Unrecorded voyeurism (must be consensual inside but doesn't have to be when outside, also applies to celebrities)

Internet adult/minor sexual discussion (parental consent needed for real genital images unless seen live offline)

Public masturbation (breasts only for girls, penis only for boys. Oral sex for minors not allowed)

The above with family (must not be done or seen by child or influenced by drugs, alcohol, threats, bribery, guilt, pride, or any form of mind manipulation)

If reporting to parent, the minor may use any body part that is not a genital on external genitals of partner (full body external contact not allowed unless with parent or adult relative. Public hand jobs included).

PENETRATION USING ANYTHING IS NOT ALLOWED!

I want to clarify some things:
Contact using lips teeth or tongue must be restricted to the waist up and the knee down.
Although thighs are not genitals, I don't believe they should be licked, kissed, or nibbled.

I said penetration using anything is not allowed.
This statement is for adults to minors, minors to adults, and minors to minors (children may not participate in or see the action).
If penetration of the mouth is wanted or needed, genitals may not be used.

I'd like to add one more.
A minor flirting or seducing an adult may only occur with written parental consent AND parental supervision.
An adult who flirts with or seduces a minor must be closly monitored by the parent or guardian of the minor.

All this does not mean I'm a pedophile, deviant, or pervert.
These are activities that are totally harmless enough for a minor.

AIDS and other STDs can't come of fetishes like these (naked body painting included), nor can pregnancy.
If this became law it would have to be a country wide federal law, not just a state law like Iowa's naked dancing.
