Proposed Ammendments to child porn bill (may include objectionable subjects)

This bill is meant to reform, supersede, amend (or whatever you wanna call it) Title 18 - US Code - Chapter 71 - Obscenity.
Ok, here is my revised version to perserve free speech and freedom of expression:


Obscenety must be seen, heard, or take place at a specified time or place for adults only (may include late night television or pay cable/satalite TV).
A minor may see, hear, or take part in indecency online, by E-mail, or through US Post Office mail providing:

• The parent of minor gives written consent (must be present if consent is verbal).
  
• The recipient requests such an action (accidental viewing from a networked computer or from passers by excluded).
  
• The recipient is warned of exact content (including same gender, religious, or violent/sexually violent themes).
  
• The recipient is initially discouraged from viewing or hearing such content (warning may be bypassed after first session).

Children may not view, hear, or take part in indecent content unless consented and supervised by parent, if respect for child is violated, offenders will receive a ($???? fine and up to ????? years in prison).

The parent is responsible for child or minor viewing or hearing obscene or indecent content (not the Webmaster/mistress).
The government or police has no authority over domestic affairs unless a legal complaint is made, such as a summons or subpoena (must have proof of being a sex offender).

I can't think of a good punishment.

You're probably thinking this sounds like I'm advocating child porn, but I'm not.
I'm remembering cases that unnecessarily had works of art censored or banned (eg: museum exhibition that included paintings of naked and partially nude minors and children).
If you find some wording in there you think needs changing, you could just tell me your opinion WITHOUT FLAMES.

By the way, I meant 18 U.S.C. $ 14??.
The entire bill needs an overhaul.

It's said obscenity is not protected speech, but where does it really say that in the constitution?
Free Speech (free distribution or display)?
Freedom of expres​sion(works of art, literature, and theater)?
Freedom of choice (the right to choose)?
Freedom of assembly (the gathering of others and exchange of information)?

Yes I know public nuisance trumps freedom of assembly, but that only means the recipient must consent to exposure to the material (consent includes Via electronic devices).

To the person who voted no, I'm not trying to change your mind, but this entire thread was meant to determine who will help me alter it, and what needs changing.
I suspect some of my definitions of "indecent" are what's troubling you.

This is a first draft and in no way is ready for official release.

The .xxx domain to create a "red light district" for pornography is being voted on in June, which makes this proposal more essential to the Internet, for who's to say what's pornography?

If you still don't understand, all this does is to clarify and perhaps change these 4 subjects:
Protected Art - Photographic and non photographic (only non photographic in relation to child porn) material.
Protected Artforms - Concepts related to performance or story (child porn discussed).
Protected Commerce (pornography discussed).
Protected Media/Press (copyrights and fair use discussed).
I could also talk about the right to privacy.

All applied to the Internet age.
