Bill 156 Passed! The "Loli-Ban" Explained

  • The Tokyo governors office to gain authority over the way minors access information through their cell phones.

  • Changes in what Tokyo deems as "harmful material" - before this bill harmful material was simply "any material that may be detrimental toward the healthy development of youth, because of their capacity to be sexually stimulating, encourages cruelty, and or/may compel suicide or criminal behavior" however under this bill "any manga, animation, or pictures (not including real life pictures or footage) that features sexual or pseudo sexual acts that would be illegal in real life, or sexual/pseudo sexual acts between close relatives, whose marriage would be illegal, where such depictions/presentations unjustifiably glorify/exaggerate the material".

  • Publishers that have over 6 works of material deemed harmful within a one year period will be dealt with by their self-regulatory body, any publisher who releases more than that will be publicly denounced by Tokyo's government.

  • The Tokyo Metropolitan Government to encourage the establishment of an environment where child pornography could be eliminated, and it's creation prevented.

  • The Tokyo Metropolitan Government to prevent harm that might arise from minor's access to the internet.


The effects of the bill are going into full effect July 1, 2011.

Does anyone see a dictatorship here?

What does this mean for America?
We have virtual child porn laws, but will lolicon extend to that law now?

I think Japan should use the definition of art (and thus artistic freedom) that I wanted for videogames.
1: Theme (mood of story)
2: Setting (necessary for interior or exterior)
3: Character Development (hinting of future behavior)
4: Lifestyle of Character (present day environment)
5: History of Upbringing (character and family bios)


This would certainly clear up the overly broad language of the bill (including incest stories, sexual mind control, and teacher/student sexual relationships), but it could also bring up some problems defining underage pornography (insertion of penis/tentacles, dildos/bananas, sex toys, vibrators, and other objects,) as apposed to erotic or sensual imagery (mild to graphic fanservice, boob bounce, nudity, and skin to skin contact).

20.000 dead people,no food, no water, more then 500.000 homeless, a possible nuclear hecatomb that could spread through much of Asia if the winds change direction, and this guy is concerned about japonese pornography.
No one is writing because there are people who have relatives and friends there in Japan
There are people in mourning here.
There are people whose families are there.
And you really think anyone is worried about Japanese porn now?
You have problems right? So you go treat them with a therapist

no major offense, but lolicon has always been kinda creepy...and possibly borderline CP.

eh, not so much dictatorship as trying to really crack down on something that is considered a problem.
perhaps they are trying to solve the problem with too big a brush. (mixing metaphors)
perhaps it won't be enough.
then again, without adding ridiculous differences to characters, like the old people who are wrinkled 3 foot tall people, everyone in most every anime and manga all look to be really young.

Me, I'm not worried about it, just commenting on the situation I had my eye on for a while.
Yes I know there are disastrous problems there now, but the article was written December 2010 when the concern was the main industry of Japan (including rape games), and violating artistic freedom.
This has nothing to do with kiddie porn since the bill calls for all non photographic works that are meant to arouse (like a school girl uniform) or can stimulate a mere sexual thought (such as a bathing suit) are banned with a large fine and perhaps jail time.

Discoman, I agree the creepy kind is a child in bondage being whipped, but I don't see how a drawing of an 8 year old bending over in a short skirt revealing her panties is creepy.
In fact that's seen on American TV with live children and people say that it's cute, but in Japanese cartoons it's creepy?

1: The government will look in on video phones and podcasts.
2: The term "harmful to minors" will be changed to include a cultural tradition that has been going on for centuries.
3: Publishers will not be allowed to sell, buy, or rent works of this nature (ie: for personal home use).
4: Possession and creation banishment is recommended to the government.
5: The entire internet is in danger of losing much of it's content for and from Japan.

You don't see this as a dictatorship?

I am back because I like robots and AI and I think she wouldn't forgive me if I stop my activities because of her. ( my mom convinced me about that).

It is not my intention to be trolling here, but I can not see that there are still people so immature and disrespectful towards life and feelings of others.
I follow this forum for some time and what brings me here is the knowledge of robotics and its many possibilities in the lives of human beings ( including love with robots but in a health way, not an obssessive one).
So actually causes in me an immense disgust to see that a young man obsessed with pornography and other nonsense does not stop even when he knows that a good portion of people who are part of this forum have any connection with Japan.
People who are watching the TV news and those with critical thinking, understand that Japan can be never be the same as we know and understand. And even people whose interests in Japan is just because of the robots should understand that maybe everything has changed in a way that: or robotic investiments will move backward . Or not, maybe they will invest more... but only time will tell us that (This line of thoughts is for you: selfish guys! Think about it!)

I will repeat myself : If people here is this forum were silent is because they have been affected in some way.
A large amount of the active people here in this forum are somehow suffering and the guy does not stop. He just doesn't and oges on talking nonsense and bullshit ( sorry).

I suggest to the moderators : that guests ( it includes me of course) are no longer allowed in this forum and the profile of this stupid kid is really finished.

I'm not into pornography and haven't even brought up the subject (the tripple x domain thread was not meant as a desire to see porn).
I talked about this bill only because I'm for anti censorship and artistic expression, not because I regard one peoples lives over another (which I've said already to Gilda when he left the forum).

By the way, I do have an account, but that's another story.
